These are flags which are known as the International code of Signals
.  
They are flags of different shapes, colors, and markings.  
They can be used individually or in combination, and they have different meanings.
There are 40 flags - from them there are 26 flags that represent the letters of the alphabet, ten numeral pendants, one answering pendant, and three substituters or repeaters.  
These internationaly recognised signalling flags are used to signal between two ships or between ship and shore,

Years ago these flags were used to spell out short messages.One of the well known messages speelled out in the International Code during Admiral Lord Nelson's time was "England expects every man to do his duty"
